The Central Valley Expressway Coalition is interested in legislation that would provide alternative mechanisms to help fund the completion of the CVE extension.
Transportation – Economic Development Zones (TEDZ)
In the 2012 Legislative Session, legislation was introduced and referred to the House Ways & Means Committee. This legislation would have created a mechanism known as the Transportation – Economic Development Zones (TEDZ), which would allow for cooperation between the Idaho Transportation Department and the Idaho Department of Commerce to identify and direct sales tax revenue towards the completion of significant transportation projects within the zone boundaries. Creation of the zone would only be possible if the Idaho Transportation Department and the Department of Commerce find that a highway construction project would create revenue-positive economic impacts greater than twice the cost of construction over a thirty (30) year period.
The Central Valley Expressway Coalition currently has NO POSITION on proposed TEDZ legislation and will evaluate proposed 2013 legislation when it becomes available.
